How does Ontario's full producer responsibility transition change our packaging fee exposure compared to BC's approach?
Two key divergences identified. Ontario's Blue Box transition (O. Reg. 391/21) shifts full collection and management costs to producers by 2026, with eco-modulated fees that penalize non-recyclable materials at 2.5x the base rate. BC's Recycling Regulation takes a shared-responsibility approach — producers pay into Recycle BC but municipalities retain collection infrastructure.
